Unauthorised external alterations

Who should the Management Committee speak/write to in Pafos regarding unauthorised external alterations to an apartment within a complex?

Two owners have constructed a permanent solid roof over their previously 'open' balcony, for which they did not seek approval either from the Management Committee or Municipality.

We anticipate these roofs causing flooding problems to the adjoining apartment balcony, as well as those situated below, as and when the storm rains cascade down off the roof.
