State Land

Browsing in DLS I occasionaly come across interesting parcels which are state land (red color). Sometimes they even are in residential areas.

Tell me about state land in residential zones.

- Can it be bought?
- Is it a common thing for a developer or individual to buy state land? How hard of a process it is?
- Could it be Turkish Cypriot land which is administered by the state and will therefore likely remain unexploited for decades to come? How do you find out?
