Electoral List for European Elections

Having recently received communication from the Local Council regarding Registration in the Electoral List, I am appalled that the covering letter was only in the Greek language. Given that Cyprus is now part of the European Union, there must be a clause in the governing document which references Equal Opportunities, including language. Can someone advise whether this is the case so that I can pursue the matter further?

The official languages of Cyprus are Greek and Turkish.

If you went to Spain, Portugal, Italy, etc. would you expect documents in English?
