We have seen a property we like that is owned by a Russian and owing to the problems here with the banks etc
Are we ok to proceed with an offer

Yes, you can make an offer, but make sure your lawyer checks everything out for you (due diligence.)
You can pay the Russian's outstanding loan to the bank and then pay the balance of the agreed sale price to the Russian.
Some new rules designed to increase the legal protection of buyers were introduced earlier this year in January.
