Communal Charges.
When trying to establish what the size of an apartment is under the Jointly Owned Buildings Law of 1993 are walled gardens included in the same way as uncovered verandas and balconies ?

I've just read the relevant section of the law, but only mentions covered and uncovered verandas and balconies.
But it does say that "the area of the unit must be written on the certificate of registration (aka Title Deed) of the unit." so that would be the place to look.
If you don't have your Deeds, the person to ask is the developer because he will (should) have prepared the necessary paperwork for the Land Registry.
(Personally, I think the area would include any private garden because, looking at my Title Deed, the area includes my garden).
