Am I right in saying that, if you own the title deeds to your land but have not yet been issued with a Certificate of Completion for your build, then the IPT can only be based on the land value?
If this is the case, then what happens if a developer has never provided you with your Certificate of Completion, but is still trying to invoice you for the IPT, even though you have lived in the property for 8 years?

There have been some cases like yours where the Inland Revenue has spoken with the Land Registry and people have paid IPT on the 1980 value of the land and the house.
And if you have the deed to the land - and your developer is asking for IPT, I suggest you tell him to 'go forth & multiply'!

If you built a house on your land and have no final certificate to register the house on the title, the land registry will still value it as Land + House irrespective and charge you accordingly.
