Who owns next door?

We own a villa in a village outside Paphos which is rented out to a British couple
L&G used to own next door but the developers swapped it for another of their properties.
The developers are now bankrupt (?) but we believe that *maybe* one of the directors actually owned the house.
There were tenants in there who said that they paid their rent to this director.
Now the property is empty and is somewhat scruffy - overgrown garden and stagnant pool.

I have a phone number of the said director but "this number is no longer available"
Is there a way of finding out who owns this property so that we can try to persuade them to tidy it up?
The local 'improvement board' have not been particularly helpful.

There is an officialy way to request a search certificate for adjacent properties:

I have never tried it though, and I have been warned by lawyers that you might get back a title deed of the adjacent property but the owner has been censored with black bars.

Not sure if that is actually the case. Does anybody have real-world experience with adjacent property search certificates?

If you do go down the route of an adjacent parcel search certificate, I'd love to hear about the outcome. Not the details about your neightbour of course, just how long the process took and if you had any trouble using it.
