Notice given for a management meeting

Hello Nigel,
We live in a complex of 17 flats, Although we have been paying our developer maintainence they decided to pull out after 7 months into the year although they had received a full years maintenance. Since then one owner who has three flats put the communal electric is his name and informed everyone that he is now in charge and therefore has been demanding cash payments every month.
Due to this another owner wants to have a management meeting to set up a committee. Which is okay, but most of the owners live abroad and we have only been given 3 weeks notice for the date of the meeting. This has be done by a letter attached to the notice board in the complex.
My quesion is;- does there have to be reasonable notice period, if so how long?
also shouldn't all owners be notified individually.
