Water Meters Charges

We purchased an off plan apartment on a complex some 10 years ago, from the largest Paphos Developer starting with the letter L.
To our surprise we have just received a demand from the developer for 1400 euros for the supply and fitting of our water meter,
When asked why have they only notified us about this 10 years on , all they could say this is normal and it covers the period between 2005 and 2015.
We were wondering if this is normal practice in Cyprus?

No - but does it include paying for the water that you've used as well?

I wonder how many others have received bills due to an 'administrative error'?
