Bank owned property - responsibilities

Is it the banks responsibility, as the owners of a villa on a small complex, to clear the garden if it is excessively overgrown with shrubs and weeds and therefore a potential fire hazard?

Yes it is, the bank is also liable for communal fees if there are any.
