Usual unpaid fee problem
We are a complex where we have a few owners who come and use their properties for about one continuous month each year but will not pay any management fees. The usual legal procedure would be a waste of time as they come from a non English speaking country in which any such action would be totally ignored. How dangerous would it be legally for us to prevent access to the premises until such time as fees are paid?

It would be unwise, in my opinion, to prevent them accessing their property until they paid the fees. But you can prevent them using the common facilities. For example If it's a block of apartments you could change the locks on the entry doors.
I suggest you get a lawyer to write them a stiff letter and have it translated into their language. I expect the lawyer could also advise you what other measures you can take legally.
Management fees are an on-going problem particularly where the owners are not resident.
