We are being told that it is a requirement of Cyprus law for residents in a complex form a management committee. This is after 9 years residency during which the builder has taken on the care and maintenance of the common areas.
Is this true?

Yes - it is a legal requirement to establish a Management Committee to look after the insurance, maintenance and repair of the shared facilities.
