Bank Charges

I went online to check our bank account with Alpha Bank to find they had charged us 5 euro for setting up a Payment Order.
We went to the bank and spoke to the clerk who told us it was for a Direct Debit for our mortgage loan, we told him we pay the mortgage in sterling every month we put in what is needed and have done so for the last 7 years, I don't want to have to change sterling to euros to swiss franc.
Apparently it is now the banks policy to make everyone who has a loan account have a DD in their euro account BUT you don't have to use it, you just have to have it. How can you have a DD set up without you knowing about it or even signing for it?
Has anyone else had this done to them, I know its only 5 euro but its the principle that the banks can do just about anything that they want to with someone else's money.
