How do we change our architect?

We own a house on a small development of 4 houses where the developer has washed his hands of us and walked away. All houses now have shared ownership on the land.
After a lot of investigation we have established the original planning permits for our houses expired after 3 years in 2006 and were never renewed by the architect. The planning office have advised us to reapply for new permits and begin the process again. The main reason for this is that our developer built the access road to our property in a different place to that specified on the original planning permit but also that some of house have made changes and built pagodas etc in the intervening years.
We contacted the original architect 2 years ago to assist us with the planning and building permits. He met with us and sent us an invoice for the work which we then paid. Since then he has done nothing constructive to help us, at every turn he finds excuses not to submit the application for planning. After many failed attempts to work with him we are considering engaging a new architect.

Has anyone here done this?

We understand this is a potentially costly exercise as plans will need to be redrawn. But our main concern is that we have been told it is difficult to change architects. As this is Cyprus there will no doubt be a process to follow or a legal route. We'd be grateful for any advice please?

It is not difficult to change architects, but you need to get a release letter from the original architect that he has no objection to the change.

If he doesn't want to do the job, encourage him to release you and he may even pass the original plans to the new guy, albeit at a cost.

Unfortunately, that is how the system works.
