Voting for Committee members

At an AGM to vote for a new committee, one owner, a current committee member was unable to attend the second meeting due to an urgent work emergency, although he had attended the first meeting. No Proxy was signed or given.The owners decided in his absence he should be on the committee. Is that legal?
Another owner who had not paid his fees, decided he wanted to join the committee and when told he couldn't becouse he hadn't paid his fees said he would pay his fees at that time, and was voted on the committee, is that legally allowed?
Nobody at the meeting wanted to be chair.
Now, both these previously mentioned owners would like to be chair.
Should we now hold an EGM to again vote for chair & committee, or can the newly elected committee (including these two owners) hold a meeting to elect the chair?

Did he put his name forward for election to the committee? Did the owners decide he should be on the committee by voting for him at the meeting?

Only owners who have paid their fees can be elected. Did he pay before or after he was elected?
