Owners contact details

We have recently bought an older flat and unfortunately has not been very well maintained. Apart from the problems that need fixing there is only one person managing the building so a few of us want to setup a proper committee.

The problem we face is that the current person managing the building does not or is unwilling to give us the contact details of all the of the other owners that we don't have? (this is about 4 out of a block of 13). How would we go about setting a meeting without being able to notify all the owners? I read somewhere that our only obligation is to put a notice up in prominent place within the communal but this may only be for AGM only?

Hello Nick and welcome to the forum.

To get a meeting you need to get 25% of the owners to request The Management Committee to hold a General Meeting. The Management Committee will then have to give 7 days notice of the meeting.

A notice posted at a conspicuous place at the jointly owned building shall be considered as having been given to every owner of a unit one day after its posting. (You could also contact those you can be email, SMS, etc.).

(I see you have details of more than 25% of owners so this shouldn't be a problem.)

Just one more question, what should be the minimum amount of people that would make up the committee and what shoud their roles and official titles be?
