Legal Advice on planning laws

Our management committee has taken over the day to day management and maintenance of our complex from the developer.
We recently discovered that the developer plans to build an extra block within the complex. At the time of purchase of the apartments there was no mention of this plan or indeed was the plan included in the site plan at that stage.
We now understand that the developer has indeed been given planning permission so it is likely that the building will commence shortly. Needless to say that the construction of a new block will create massive disruption on the complex apart from dust and noise etc.
As a management committee we would like to engage a lawyer who is expert in the field of planning law, appeals, owners rights. If you could steer us in the right direction your advice will be most welcome and appreciated
Thanks

I'm afraid that if the developer has planning permission, nothing can be done.

This is a popular 'trick' when people buy properties with an uninterrupted sea view - in a few years block(s) of apartments get built in front of them.
