Prevention of occupancy

We are a complex where we have a few owners who come and use their properties for about one continuous month each year but will not pay any management fees. The usual legal procedure would be a waste of time as they come from a non English speaking country in which any such action would be totally ignored. How dangerous would it be legally for us to prevent access to the premises until such time as fees are paid?
