Dear Nigel,
One of our owners is in the process of selling her apartment. She has paid her communal fees in full and her solicitor has told her to ask for a pro-rata reimbursement when the sale is finalised. Is this the normal procedure?

This request is not unreasonable considering that the new owner has to pay as soon as they take possession of the property.
But the reimbursement should take place when the sale is complete (which could be some time after it's finalised.)
