Are notices sufficient to satisfy the current regulations or does the pool have to be physically closed i.e. access shut off totally or pool drained and covered etc? I've been looking though the relevant law, but haven't found anything that prevents a Management Committee taking the action you describe.
A simple (and probably an acceptable) solution to the security problem would be to give all owners a key to the gates.

I attended a seminar a few years ago on managing complexes.
The lawyer running the seminar confirmed that people who don't pay their communal fees can be banned from using communal facilities (including a swimming pool.
