Hi Emma

I've been looking though the relevant law, but haven't found anything that prevents a Management Committee taking the action you describe.

A simple (and probably an acceptable) solution to the security problem would be to give all owners a key to the gates.

I attended a seminar a few years ago on managing complexes.

The lawyer running the seminar confirmed that people who don't pay their communal fees can be banned from using communal facilities (including a swimming pool.

You should be paying communal fees to the management committee. Whoever you pay is a member of the committee.
