John, welcome to the forum. As Nigel has stated, any property you mother had would be in equal shares (if she died after 1989) with your father and other siblings. I don't understand what you are asking.
in some crimes there is a window of prosecution, a time frame, when that time frame has been used up the crime cannot be prosecuted.
