Paul Britton at Articrest will be able to advise you.

You need to declare your rental income in your UK tax return, but this can be offset by whatever you have to pay to the Tax Department in Cyprus.

Unfortunately, 90% of the lawyers give the rest a bad name.

The Title Deed will cost you €10.00 - I suggest you get a couple.

As for a MEU3, I don't know how you can get another copy. If you have your MEU1 I expect it will be easier to get a MUKW3.

If you have documents proving you own the property, you can get the deeds yourself from the Land Registry.

Your lawyer needs to check the Title to see (a) if there any charges lodged against it and (b) what you can build on it. Residential plots vary in size and as far as I'm aware there is no minimum size. You should look out for a 'building plot' (in Greek οικόπεδο [eekopedoe]), which will have a pavement, road, electricity and water to the plot.
