Vote on Fencing etc for Pool Licence

what is the situation should our complex will require additional funds in order to obtain a pool license. (Fence Lifeguard etc) Do you know what percentage of owners have to vote in favour of the additional expenditure. I also feel there my be the danger of some owners who are not in favour and are out voted will not contribute their share of the costs, what would be the situation in retrieving their portion of the costs as I dont believe this will be a matter of increasing communal fees it will probably be a one off extra contribution:There is also the problem with non payers who would actually recieve the benefits of a pool license but have not contributed !! your opinion on the matter would be much appreciated Regards Barry
