communal complex question

				Hi everyone!  Please may someone help in trying to clarify this situation.
There is one person (there is always that one person!) wanting to erect a car port for his car in one of the communal car parking areas.
There are multiple communal car parks but no designated parking allocated for each specific house.
Everyone just seems to park as near as possible in a space closest to their house.
This individual seems to think he can erect a car port for sole use of his car only but located in another car park on the complex and not outside or near his actual house.
The complex maintenance office do not seem interested.
There is no complex management committee as nobody is particularly wants the job.
The complex is holiday use only owners apart from two couples living there full time. Hence he wants his car port in the car park where the full time residents can, I presume, keep and eye on his car whilst he is not in Cyprus.
