We would like if possible to extend over a large balcony to build an additional bedroom (kitchen is below). It wouldn’t occupy the whole balcony. Before we even consult an architect does anyone have any experience / knowledge of this type of extension being approved?

From your question, I take it that the property is in a block of apartments.

If so, it's illegal to change the external appearance of the building.

This depends on a number of factors.

If an apt then what Nigel has said stands.

If a house on a complex you’ll need to know if there is any build density left and need the signature of tge developer.

If a private build then you need to know if any build density left.

All in all best to consult an architect for the correct answer.
