I am seeking to set up a management committee. Out of 25 owners only 5/6 have bothered emailing me to support the idea. The complex is being maintained unsatisfactorily by the developer who is likely to pull out anyway.

Can the 5/6 of us call a meeting, invite everyone via email and then proceed in setting up a committee?

Also, how many signatures would be needed for the Bank and would we be able to arrange signature separately??
