Lack of Road etc

Am I correct in thinking that if the developer has not completed the road and pavements we have no hope of actually getting out title deeds? We do have mains electricity and water but no land line as we have no road. A new site plan was drawn up some three years ago to show that the former planned houses are now just plots. We did apply to have our plot separated from the rest when the new plans were submitted but as usual have heard nothing. Our developer, as with many others has vanished into the night!!
