Do you know what the law says about agents refusing to forward an offer to the seller? I recently made an offer and the agent got aggressive and refused to pass on the offer to the seller.

There is no law that says he must.
It really comes down to the offer you made. If it was so low that the agent thought he would be offending his client then he would not pass it on. He may have past experince!
He may also be on instruction not to pass offers lower than xyz, but he cannot tell you what that xyz is.
If you offer was reasonable then there is room to negotiate, but based on what little you have said I can only assume (rightly or wrongly) that is was considered very low.
