Hi to all
I was wondering if anyone could help me by answering this question - when an apartment is long term rented, whose responsibility is it to pay the monthly communal management fee? The owner or the renter?

I suggest you read through the law on the subject (in English) that you can find at http://www.cyprus-property-buyers.com/f ... gs-law.pdf - there is no requirement for a Management Committee's chairman to be registered (either officially or unofficially).
If you are not content with the way the Management Committee is being run, you should call meeting of the residents as described in the law in the link above. It sounds as if this chap has taken it on himself as the others in the development are too lazy or cannot be bothered to get involved - or perhaps a conflict of personalities has arisen.
Online access to a register? No chance.
