Hi Nigel,
On our complex of 32 units we have problems with 4 non payers.
The arrears amount to 10000 euros.
I unit is owned by the BOC.
Another is been rented out.
Can we approach land registry and put a 'memo' on their property so any debt has to be paid if sold?
Any advice appreciated,

I suggest you contact BoC - they should pay fees from the date they took (repossessed?) the property.
As for the others, you'll need a lawyer to get a court order instructing the Land Registry to place a charge on the properties owned by the debtors.
(There's a new law in the pipeline that may help collecting fees from non-payers.)
