You will not be able to get the deeds to the property until any claims that pre-date your contract of sale have been removed - and the search certificate will list these (and others) when you meet your developer. OK the info I had relates to a law of the Republic, namely:

Law 2001 39(1) para's 37 - 39 being the most important. I have the it, but it is in Greek.

This was issued by the Central bank, so any branch trying to refuse, needs to be told otherwise.

I understood that legally, services (i.e. electricity) cannot be connected to a new property until the Certificate of Final Approval has been issued.
