So the issue is that a non-Eu buyer would not get permission to buy from the local Council.
The property law that I managed to find didn’t make this clear.

I did read this, but what I don't understand is how our situation doesn't meet these criteria?
The total plot of land with the 4 houses on it is less than 4014 sq m. It's 3800 sq m including the road and green area, pavements etc.

Is the Land Registry open to the public at the moment?
My neighbours want to collect their title deeds, they went to enquire at the Land Registry, but the doors were locked and they were told they had to make an appointment online but they can't find any information about how to do this.
