So do you pay the tax at the tax department or get a certificate that you present at the land registry? Can you make appointment or is turn up and wait? Here is an example of a CGT calculation, just put in the numbers you have and work it out. It should be close to what the Tax Dept. will do anyway...

You could just try sending a letter or email or calling stating that you will stop paying the mortgage until such time that the remortgage takes place. I think that might get them going as they DO NOT want another NPL.

Yes, as the chances of getting a waiver at those levels of loans is very likely to be zilch. In addition to this if you were able to get a waiver it could cost a packet. Perhaps IF the banks agreed to a waiver for a price, you could ask the seller to pay for it, unless you are getting the apartment ...
